Indonesia freezes World’s license amid 3 regulatory violations

Indonesia’s Ministry of Communication and Digital has temporarily suspended the Electronic System Organiser Registration Certificate (TDPSE) for World, formerly known as Worldcoin (CRYPTO:WLD), due to violations of electronic system regulations.

The ministry announced that it will summon PT. Terang Bulan Abadi and PT. Sandina Abadi Nusantara, the companies linked to World’s operations in Indonesia, for clarification.

Alexander Sabar, Director General of Digital Space Supervision at the ministry, described the freeze as a precautionary step to mitigate potential risks to the public.

“This freezing is a preventive measure to prevent potential risks to the community. We will also summon PT. Terang Bulan Abadi for official clarification in the near future,” Sabar said.

Investigations revealed that PT. Terang Bulan Abadi, directly involved with World’s activities, is registered as an Electronic System Organiser but lacks the required TDPSE license.

Additionally, World is accused of using a TDPSE registered under a different legal entity, PT. Sandina Abadi Nusantara, which contravenes Indonesian regulations.

Under Government Regulation Number 71 of 2019 and Ministry Regulation Number 10 of 2021, all digital service providers must be properly registered.

“Non-compliance with registration obligations and the use of the identity of another legal entity to carry out digital services is a serious violation,” Sabar emphasised.

World has faced regulatory challenges globally over data privacy and biometric technology concerns.

Countries including France, Germany, and the UK are investigating World’s biometric data collection for compliance with data protection laws.

Kenya suspended World’s operations in August 2023 due to privacy concerns and lack of regulatory framework, with the suspension ongoing.

Sabar stressed Indonesia’s commitment to securing its digital environment and called on the public to report unauthorised digital services.

“The Ministry of Komdigi is committed to overseeing the digital ecosystem fairly and firmly to ensure the security of the national digital space. In this case, the active role of the community is also very much needed,” he said.
