US extension of exemptions offers little boost to Russian oil exports as production nears capacity limits
The United States has once again extended the exemption policy for Russian crude oil exports, but traders, citing shipping data, say this is unlikely to significantly increase Russia's export volume, as current shipments are already nearing the limits of infrastructure capacity. In the first two weeks of May, the average daily export of Ural and other crude oils from Russia's western ports (Primorsk, Ust-Luga, and Novorossiysk) was about 2.35 to 2.4 million barrels, an increase of approximately 150,000 barrels per day (a 9% rise) compared to April, already approaching the throughput limit of the Russian oil pipeline transport company.Traders stated that the export system is already under strain, with reduced idle capacity and virtually no room for further increase; maintaining high export levels helps Russia keep production stable, but the ceiling is already within sight.
