The guidelines encourage industries and localities to explore blockchain networks and privacy protection computing platforms, enhance trust and security in the data flow process, promote the construction of a nationwide integrated distributed data directory and digital identity system, and strengthen the traceability and trustworthiness of data asset certificates. The goal of the plan is to achieve a large-scale trusted data circulation pattern covering large and medium-sized cities in the coming years.
